Many activities have been initiated by PACOG to fulfill the purposes established by the PACOG Bylaws. These activities include the following:

Executive Director: Responsibilities of the Executive Director include writing agendas and minutes for meetings, financial records and reports, payment of bills, collection of dues, correspondence, and publishing the newsletter. Regular meetings of the PACOG Board of Delegates are held at various locations throughout the state. Members are notified in advance of the time and place of the meetings.

In 1985, the PACOG Board of Delegates appointed the Pennsylvania State Association of Boroughs to perform the functions of the PACOG Executive Director.

Information Resource Center: The PACOG Executive Director maintains a file of resource materials to aid member COGs in researching and implementing new programs.  The Information Resource Center is available to serve your informational needs, but it needs your cooperation. A constant flow of information from member COGs will make the Center most effective.

Annual Conference: A conference is held each year to provide a forum for the exchange of information on existing COG programs, explore potential new programs, and review past accomplishments and innovations.

Development and training of members, both elected and staff, to maximize their innovation, expertise, and leadership in intergovernmental efforts in their communities are also an important part of conference activities.

Other activities include working to improve communication, productivity, performance, and efficiency of COG employees along with enhancing the participation of COG representatives in their organizations.

Business activities at the conference include the elections of new officers, adoption of resolutions, setting of membership dues, and amendment of the By-laws.

Attendance is open to representatives from each member COG and other persons interested in inter-municipal cooperation. Past conferences have been held at various locations across the state such as Seven Springs, Harrisburg, and Gettysburg.

All local government officials from every type of municipality, vendors, state agencies - everyone is invited to join PACOG for a fun-filled and educational conference.

Legislation: Although PACOG has no legal status, it is very active in promoting beneficial legislation of concern to its members and local government in general. The Association was particularly active in the amendment to Act 180, the Intergovernmental Cooperation Act of 1972. This amendment provides legislative recognition of COGs and COG programs in the law of the Commonwealth.

PACOG is working for increased funding for COGs through both the State Administration and Legislature. One of the major programs supported by PACOG is the COG Assistance Grant Program administered by the Department of Community and Economic Development. Through the efforts of PACOG and its member COGs, the Association has been successful in increasing the financial assistance afforded Pennsylvania COGs from its original level of $75,000 to $900,000.

Act 193 of 2001 now provides COGs and other intergovernmental cooperatives legal status with regard to the state and its agencies.
