In the early 1970's some of the people involved in the Councils of Governments (COG) movement expressed a desire to establish a state-wide association of COGs. At the February, 1972, Pennsylvania Local Government Conference, a committee was set up to explore this issue. After numerous meetings and considerable study, the Pennsylvania Association of Councils of Governments (PACOG) was formally established on April 14, 1973, with nine charter members.

PACOG is a voluntary organization of COGs created to foster a cooperative joint effort in the solution of common municipal problems. The specific purposes as established by the PACOG Bylaws are as follows:

  1. To provide a vehicle for exchange of ideas and methods of performing various municipal functions.


  2. To insure effective communication and coordination among all COGs.


  3. To facilitate agreements and cooperative action among all COGs for specific projects.


  4. To improve the efficiency and service of the joint efforts of all participating municipalities.


  5. To provide general and technical aid to member COGs.


  6. To promote beneficial and remedial legislation essential to the advancement of local based public services.
